Stacked duties now apply immediately: one company faces a combined rate of up to 221.76%, with all others generally above 150%. The scope covers animal feed-grade L-lysine in every form — including lysine HCl, lysine in mixed feed, and goods simply diluted, blended, or converted in third countries — spanning multiple HTSUS codes and effectively all U.S.-bound trade routes.
